This modernist building that now sits inside Tom McCall Waterfront Park was designed by John Yeon in 1949 and was originally used as a Portland Visitors Information Center.

The building was converted to city offices in 1965, and in 1988 it became the home of McCall's Waterfront Café, which closed in February 2005.

As of August 2008, the building had been vacant for some time, and the Portland Bureau of Parks and Recreation was considering two finalists for the building's redevelopment: a museum of city development or a café with services for bicyclists and other park users.
