This was originally the site of the Tiger Engine Fire House #2, which was built here around 1880. The Tiger Engine Company #2 was a volunteer fire department organized in May 1869. In remained here until 1893, when the city of Salem established a paid fire department at the Court House fire station.

In 1909, the city sold the property to hops farmers Russell Catlin and James R. Lynn, who promptly built this building at a cost of $6,000. The building was originally occupied by a garage for the storage and repair of automobiles. Catlin’s wife Sybil sold the building in 1924 a few months after his death. Chalmers H. and Anna Brown owned it until 1945, and O.J. and C.H. Hogg owned it from the mid-1950s to the 1980s. The Catlin and Lynn Building is now home to a shoe store.
